Winter Resources for Renters

With winter approaching, here's a reminder about heat rules and winter preparedness for renters. Contact 311 to report rental housing issues or speak to a housing liaison. You can also track complaints online on the 311 property complaint dashboard.

Heat Rules

  • Minneapolis renters must have access to heat Oct. 1–April 30.

  • Heating equipment must be capable of keeping your space at 68 F.

  • If the heat stops working, tell the owner. If the heat can’t be fixed immediately, the owner must provide 2 temporary heat sources.

  • If the property owner doesn’t respond, report it to the City to get help from an inspector: Call 311 or 612-673-3000 (7am – 7pm Mon–Fri, 8am – 4:30pm Sat–Sun; off hours, call 911 to report). They'll take your info, an inspector will reach out asap to set up an inspection. There is an inspector on duty to help renters who report Sept. 15 – May 15.

Winter Preparedness

Property maintenance is the burden of the owner, but there are steps renters can take to prepare homes for cold weather:

  • Check smoke and carbon monoxide detector batteries monthly, and change batteries every 6 months. Smoke and carbon monoxide detectors are required in every rental unit in Minneapolis.

  • Use any space heaters safely. The National Fire Protection Association has tip sheets in multiple languages for heating safety.

  • Consider a window insulation kit to keep your apartment warmer and save money on utility bills.

  • Review your lease to see if you’re responsible for snow removal or other maintenance. Call 612-728-5767 with lease questions.
